Gallagher has lived in the Twin Cities his entire life. Gallagher attended school in Minneapolis, Hopkins and Minnetonka. After that, he studied for his Bachelor of Arts degree, with a major in the University of Minnesota’s top-ranked Psychology Department. Then Gallagher graduated with his Doctor of Laws degree from the top-ranked University of Minnesota Law School in 1988.
